
HANOI, April 18 (Engineering Daily) -- Department of Hanoi Planning and Architecture, represented by PMU of Planning and Construction has just signed the consulting contract with Nikken Sekkei Civil Engineering Ltd (Japan) to schedule urban zoning for Hanoi station and adjacent area, scale of 1/2000 (Package No. 4).
The objective of the plan is to uniformly connect infrastructure system in the region and to preserve, conserve, rehabilitate and promote the value of history as well as architecture of Hanoi station.
Besides, other purposes are to shape the region to be an iconic architecture, to form the dynamic public service-culture center, and to create attractive and modern structure with the function of “transport hub”, “commercial-office center” and “regional communication hub”.
The underground space, pedestrian viaduct and square in front of station shall be synchronously planned. These buildings mean a lot to development of downtown area. The construction of these projects will help the region planning to become an exemplary model of Transit Oriented Development (TOD), taking the railway station centered, synchronizing with the urban zoning plan.
Speaking at the signing ceremony, Mr. Le Vinh, Director of Department of Hanoi Planning and Architecture, said that the preparing of urban zoning surrounding Hanoi Railway Station and adjacent areas would clarify the future picture of region to be worthy as function of a gateway, face of Hanoi capital; as the basis for urban reconstruction and construction investment, especially foreign investment.
On the other hand, urban zoning of Hanoi station and adjacent area needs to be studied, absorbed and experienced from similar TOD projects to have sufficient solution. Transport lines are synchronized and traffic jams are reduced thru TOD model application.
At the same time, urban development in a variety of layers to create effective space such as development of underground space, connecting the shopping center with the stations; development of residential surrounding the connection point through the public transport system strengthening, especially the connection of neighborhoods to the Metro stations. Issuing regulations and having the policy support are necessary to encourage urban development and contribute to the success in the implementation of TOD model in urban centers in Vietnam.
