HANOI, July 10 (Engineering Daily) -- The Van Don - Mong Cai expressway with 80.23 km long, 4 lanes has been proposed by Quang Ninh People's Committee for investment in the form of PPP.
The Quang Ninh People’s Committee has proposed Ministry of Transport to review the Van Don – Mong Cai expressway project under PPP form, BOT contract.
Accordingly, Van Don - Quang Ninh expressway will have its first point at Km80 +108, Doan Ket commune, Van Don district; the last point at Km150 + 338 intersecting with provincial road 335, which coincides with the end point of Bac Luan II bridge project, Mong Cai city. This 80.23 km-long expressway will be built on a four-lane highway with a design speed of 100 km / h.
The total investment capital of the project is VND 15,660.6 billion, of which the interest during the construction period (2017 - 2020) is VND1,188 billion. The investor is responsible for contributing equity capital and mobilizing other sources with a total value of VND 13,095.6 billion; the state budget for the project to implement the compensation and site clearance is 2.564 billion.
In order to recover the capital, investor is allowed to collect the return fee in the form of toll collection with main toll stations located at the beginning and at the end of the project. The toll booth is located in the branching routes. The service station of the project is planned to be located at Km99 + 500. The construction period is from 2017 to 2020.
Earlier, in early 8/2016, Quang Ninh Provincial People's Committee wrote to the Prime Minister to assign this locality as the competent state agency to invest the Van Don - Mong Cai expressway, replacing the proposed plan assigning MOT to decide on investment and mobilize Chinese ODA for investment in mid February 2016.
The reason Quang Ninh has stated is that if the operation of the Van Don-Mong Cai expressway project is funded by ODA, it will be very long and not completed according to the planning and schedule by 2020 already approved by the Prime Minister.
